Bitbucket active vs inactive users and license count.

If a someone use a jira group to assign access to bitbucket, if a user is in the jira group for Bitbucket (uses JIRA for authentication and authorization), and never logs into bitbucket, do they still use a bitbucket license, also if a user is removed from the group, does that free the license up?

What criteria does Bitbucket use to determine if a user is active and using a license vs not using a license?

Bitbucket counts licensed users as all active users that have the 'Bitbucket user' permission, regardless of whether they have logged in or not.

The permission can be either granted directly to the user, or to one (or more) of the groups that the user is part of. Disabling the user (marking it as inactive) or removing the user from the group that has the permission would free up the license.
