Unable to drag and drop tasks from one Epic to another in the Advanced RoadMaps plugin.

Can you tell me how to configure permissions so that I can operate normally?

In your "View Settings" change the "Sort By" to "Rank".

Welcome to the community.  In your plan, you need to ensure that the "View settings" for SORT BY option is set to "Rank (default)".  To drag and drop for reordering issues in your plan, the sort by order have to be set to "Rank (default)".
