I've seen examples online where it's asking you to use this url:

But when I go there, it gives me a 404 dead link error

The article you've linked is documentation for Jira Data Center, but from your tags it looks like you're using a Cloud version of Jira?
Cloud doesn't have a "dark features" management page where you can toggle feature flags, but the closest equivalent would be Atlassian Labs where you can enable new and experimental features for your instance.
Is there something in particular you're trying to enable?

That KB is only applicable for Jira Data Center, not Jira Cloud. On Cloud the corresponding feature is Themes.
