Importing CSV to a Plan without being an Administrator

Can you import a CSV file which just has the task to do and start date of each into Jira / Plan if you are not an Administrator ? or can you only ask an Administrator to do it for you ?

All I want to do is save cutting/pasting the items into the Plans

Welcome to the community.  It seems you are trying to use CSV file to update existing issues.  If this was the case, then yes you will need system admin rights to conduct the "import data from a CSV file" process.

Here is a detailed reference for you to review - https://support.atlassian.com/jira-cloud-administration/docs/import-data-from-a-csv-file/

However, as a normal user having access to the project, then you have the ability to create issue via CSV file, however your csv file must contain a few important piece of data -

Example:  Issue Type, Summary at a minimum.

Once the issues are created, then you should be able to see them in your AR for Jira plan assuming you have defined the issue source for the plan is pulling from the project in question.
