To answer your question, yes, this is doable.

You can find the steps to convert the text field to a single select drop-down in the ScriptRunner Documentation.

Did you get a chance to view my solution given in another thread if not please have look at https://community.atlassian.com/t5/Jira-Service-Management/change-existing-custom-field-type/qaq-p/1853646?msclkid=8c4d91b3d15011ecb88aa5bdbfef6b29

Steps will be similar for this as well, but I would recommend to perform this on non production instance first and test it and then perform on Production Instance.
