Understand billing in your organization
Who's billable in your organization?
A user counts towards your billing the moment they get access to one or more apps in your organization.
Any user with app access counts towards your cloud subscription, even users who have been invited and granted access but never used the app or logged in.
What is a billing account and billing profile?
The new billing experience Atlassian introduced follows an account-based model where app subscriptions live under a customer billing account.
Billing accounts are used to manage payments, invoices, and subscriptions in one place. An organization can have multiple billing accounts, each tied to a specific billing address.
Each billing account can be associated with one or many Billing profiles, which has a group of app subscriptions linked to a sold-to address and a payment method.
Each billing account can have one or many billing admins.
To access the billing account for a subscription as an org admin:
- Go to admin.atlassian.com and select your organization.
- From the sidebar, select Billing.
- Locate the site and subscription.
- Select Manage for the subscription you want to view the billing account for.
Who can access billing accounts?
Depending on your role, you can access different billing information within your billing account.

Billing admins can't access the Billing preview page unless they also have organization admin rights.
Accessing billing information
An org admin can preview the Billing information for all the apps in the organization under the Billing page in Atlassian Administration.

Bitbucket, Opsgenie, Trello and Jira Align have a separate billing system.
Manage subscriptions
An org admin can manage all site subscriptions. A site admin can manage the subscriptions for the sites they administer. Managing subscriptions include changing the cloud plan for an app (e.g. upgrade to premium), deleting an app subscription, and canceling all subscriptions, which results in canceling the whole site. All of these changes might affect your billing.
To change the subscription as an org admin:
- From Atlassian Administration, select Billing.
- Next to the app, select Manage. This takes you to the subscriptions page for the site.
- In the subscriptions page, select Change plan.
- In the plan selection page, click Select Free.
- After agreeing to the terms and conditions select Confirm plan change.
If you exceed the user limit on any free plan, a trial of the standard plan will automatically start. Billing will commence at the end of the trial. However, when a paid plan reduces to fewer than 10 users, it won't automatically switch to a free plan.
Manage billing details
Each site on the organization has its own billing details that are accessed from admin.atlassian.com/billing or via the subscriptions management page.
- The Quotes page allows you to view and manage the latest Atlassian quotes.
- The Payment methods page shows the charges for the subscriptions of the site.
- The Addresses page allows you to manage the Billing address and the Sold-to address.
- The Invoices page provides a list of invoices, their dates, the billing period, and the amount. It is used to view, pay, and download invoices.
- The Billing profiles page helps billing admins manage how they pay for subscriptions linked each billing profile.
To download the latest invoice:
- Go to admin.atlassian.com and select your organization.
- From the sidebar, select Billing.
- Locate the billing for your site.
- Click Manage for any of the listed apps to go to the subscriptions management page.
- In the sidebar, select Invoices and download the latest invoice.
