You can use ScriptRunner for this. With this add-on you're able to configure a workflow condition that checks for e.g. unresolved blocking issues and prevents the current issue from being transitioned. See this documentation for details.

Story point estimates are saved in a different field than time tracking estimates. Could it be that you populate the wrong fields with your story points?

Be aware that this only renames the group itself. Membership does not get transferd this way. The group will be empty.
