You can do this on the add-on submission form: register-organization-details.png Click the link that says "Register your organization and contact details" and you'll be on your way.

Hi Jeff, it's Dave Parrish from the Atlassian Marketplace team. The correct tier for add-ons in this case is 500 users, since as you say it's the "highest" across JIRA Core and JIRA Software.
