It is not related to application links but more like a Internet access that must be allowed from JIRA server.

If other user do not see this problem it is probably a client issue. What browser user is using? Can he try a different one? Any browser plugins that might be making this behavior? Can user try to run browser in safe mode without any extensions?

Hmm.. Not OOTB. You can use plugins (like Script Runner) and put in a Epic transition some post function that will create a ticket and copy some values that you are interested in having on child issue. Then just exectue the transition and voila! :)

Hmm.. why using DB? You can list all restrictions by going to Space Admin > Restricted Pages on each space that you are interested in.

Is it working when you choose it manually from editor menu (not by using autoconvert to heading). Which version of Confluence are you using? Did you tried on a different browser?

Eveeryone understand GDPR regulations differently so you need to focus on the articles. In JIRA logs nothing can clearly identify you as you by name, email or phone. This is personal data which GDPR is protecting.
