Basically you need to have a page ID before you upload an attachment. There are different REST API functions that is why it is working like that. Hmm.. I guess that if a Power-Up is not localized or internationalized then it might get hard to change the language to a different one. If you already tried Google Translate and it was not working then it is hard to say what else might change the language on the fly..

You might want to change the workflow, add some transitions that would not change the status but would update the "flag" and trigger notification.. Not sure if I understand your question. You basically trigger an automation "when issue is commented" not in old/past comments. Just with JQL and the smart value you are filtering on which tickets you are "listening" for comments.
