Yes you should did it before, This is the hierarchy of Permission that should be satisfied in order: Global Permission-> Space Permission -> Page restriction

You could somehow have it using two-dimensional filter gadget, create a filter from all issues in all projects you want, then use the project as X-axis and status as Y-axis.

Check for parent page restriction that if that user has access to it or not.
