Hi @OC2PS thanks for letting us know about this! We announced a few months ago that Jira now has a version that's free for up to 10 users. We'll get that wording changed so it more accurately represents the fact that Bitbucket users with less than 10 users can now make use of its powerful integration with Jira for free.

Aside from user count there are no limitations in terms of functionality for Stash at the Starter license level.
