You can create a page on your confluence space where you put all the attachments that will be useful for your templates. If your Confluence is linked to you JIRA Service Desk, you can define one space to be your Knowledge base : https://confluence.atlassian.com/conf53/developing-a-knowledge-base-on-confluence-wiki-411108858.html, and open it publicly, while the other Confluence spaces remain private.

By default, the number of like of a page is on the bottom left corner of the page, just above the comments. Maybe you hide it in HTML?

Create a page, Go to Space Tools -> Reorder Pages , move the page on the top of the home page (outside of the tree) .
