There are no field security restrictions (I’m sure there is an app that will solve it) so if you can see an issue you can see everything. However... there is Issue Security schemes. You might want to ask over at the Developer Community https://community.developer.atlassian.com But there isn’t probably a good answer since reports are usually attached to the project (but with next gen projects - the boards seem to be heading that way as well)
