For anyone that doesn't want to play with permission schemes, or wants to give granular access specifically to one issue, filter, or board, there's External share for Jira guest access

External Share for Jira let's you share tickets, sub tasks and even whole boards with External users who can subscribe to watch issues and any changes on a specific ticket, a JQL filter, or a whole board. Here's an example board you could subscribe to as an external user (Dark Mode optional)

Hi Joel, We can't currently assign tasks to anonymous external users. No licensing required for these users either though, as you say, it's just tied to your Jira tier, although there is a Light version of the app to get you started.
