You don't need to use a behaviour for that, add the "Reason Not Approved" field only in View Screen, in your reject transition add a screen and then add "Reason Not Approved" field and make sure to add a validator to make the field mandatory.

@Daniel Vlad I believe User List macro addresses your question. Just mention the groups which has administrator permission and you are good to go. It will even show you who is online and who is not.

@Lori Milam isn't that the expected behavior? you wanted to set the values if the resolution is NOT set to Done, Fixed, and Requirements Change and your issue's resolution is set to Done. Hence, your issue doesn't meet the condition and the post-function will not run. The post-function should run for any other resolutions.

Mine is working fine, is this happening for all users in your Confluence? I would suggest reaching out to Atlassian support.
