The default Labels field of JIRA doesn't support the "~" operator so I would suggest you create a custom field and while creating select "Free Text Searcher" in the Search Template field. Unfortunately, history searches are not supported on custom fields so you won't be able to do so with JQL. I think your custom field may be listed in the Field Value Changed trigger in automation rules, Please have a look once, and that may be the easiest way to detect this, and then take action.
