A when do you fill this field? you could create a screen scheme for issue creation with you field (and make it mandatory to be filled) the 2 other screens for view (with the field) and edit (without the field) issue B or maybe with a script solution once the issue is not empty, if the value was changed, the script addon…

is it a new custom field? when I create new fields (on jira server) i have to do a manual re-index. maybe you can try this. can you check the log files after you tried to insert the filed into the filter? maybe there is some error message.

in the workflow scheme, you can add a validation. I used the right "move issue" vor validation for certain workflows. if the user has the "move issue" right, he can change the workflow to another status.

Are you asking if we created a db at all yes Caused by: com.microsoft.sqlserver.jdbc.SQLServerException: Invalid column name 'entity_name'. got that coulumn in your DB?
