@TerryIf it's say's reporter is not a user then it's not., project ad-min right is not enough who is the reporter of this issue ? if you are or another then you will need to check permission scheme and give user the permission to be able to create issue, and this user must have account in JIRA.

@BobIt depends on which version of confluence you are using, i think that collaborative editing was introduce from confluence version 6.0 and later version so if you have version 6.0 and above then log in as confluence admin go to admin button > general configuration > collaborative editing, to read more about managing it…
