Do all the users have view access to the space you are migrating? That might be causing the problem. Can you send a screenshot of the space permissions?

Can you elaborate a bit more on cloud migrations - are you looking for feedback on migrating multiple cloud instances, migrating off cloud to data center, or migrating to cloud? I certainly have feedback for all of those but just wanted to get a better idea :)

You can do this with Automation - how do you want to determine which issues should be assigned to which watchers? I would create an automation where when an issue is created, based on JQL, add watchers.
