i have a user who is not a project admin who can create a component in a project and another who only gets the 'Create Component' option if i give them project admin role. Anyone else has this?
Yes. Look at the other roles, groups and so-on that grant "project administration" in the permission scheme. Your non-admin user matches one of the other rules set that allows admin.
