Can I manage all users email subscriptions?

Hello, 
I was wondering if there was any way that I can manage the email subscriptions for all users. For example, I would like all of my engineers to be sent an email notification when something is put on the blog. 
Would this require each individual user to opt in for email notification or is there a blanket way I can do this for them?

I am super-admin as well. I went poking around for this feature but it seems that Confluence doesn't have the same feature as JIRA.

when i went looking for that function, i was looking in JIRA.  nonetheless, i would expect it would be available in Confluence as well. i'm also a super-admin in my instance so that could maybe it's permissioned away from the general admins

Thanks for your response. I do not see that function. We are running Confluence 5.3.1. The only email options I see under the Confluence Admin panel is the Recommended Updates Email but that does not give me the options I want. It only gives me the option to change the frequency of emails.
