Limit transition for Issue of epic does not meet JQL Condition

Hi,

I am trying to create a workflow condition for issues that contain an epic with this condition below.

Story cannot transition to 'In Progress' if Epic of the issue is not on "In Progress"

I do have ScriptRunner installed. 

Is it possible to create a JQL condition on the transition for the story?
