I am looking to implement service catalog in JIRA is there any tool or plugin available

Hi Suresh, You could look at ProForma in the marketplace. It allows you to build forms within Jira. One way is to create forms (with a series of choices questions etc that could form the backbone of a catalogue. To be upfront, I am from Proforma.
