Hi, welcome to the Community!

There isn't a direct method of importing your whole Github structure into Bitbucket, for the repositories you'll need to import them one by one. For the users, if you're moving to Bitbucket Cloud they'll have to create their accounts (or you can do it for them on their behalf), if you're moving to Bitbucket Server you can create them following the instructions at Users and groups.
