i entered the project settings on my project, and then i go to people. but the roles dropdown only shows administrator. which i dont know what the permission for this role and why it doesnt have other roles.

Are you trying to adjust the permissions for a next-gen project?
In next-gen projects, Atlassian has tried to simplify the permissions feature so that users can easily add or remove people based on roles. The permissions aren't as granular as they usually are in normal Jira projects, so the add comment permission isn't customizable.

No i was trying to add people with assigned role in classic project.I will read the reference you gave me and come back if my problem is not yet resolved.
