I can't find the "Confluence HTML macro" under cog > add-on > under drop down menu select "systems".

Excellent point. This is only available for Confluence Server and JIRA Server.

I have no idea. How can I tell? Most likely it might be Confluence Cloud.

If your Confluence URL is https://something.atlassian.net then you are using Cloud which unfortunately means no HTML macro.
