Once a test case has been assigned to a user, can they be sent a notification that it's waiting for them to begin testing and if a test failed, the user can be notified that the fix has been made and testing can resume.

After searching the knowledge base for Test Management for Jira I have not found a word about email notifications.
So the answer is, sadly, there are no email notifications.
