reporter did not get notifications from jira issue

I've changed the notify me on my changes still did not get email from the issue i created.

Reporters do not get notifications.

that's the notification scheme i set up,
when an issue created, reporters should get the notification.

There's a note in the scheme that clearly indicates that reporter doesn't get notified of own changes.
