I can't see Migrate users from one directory to another not showing

in my Jira Server that I just set up. I don't see the option to Migrate users from one directory to another

Not sure why. I have an AD and the internal Jira directory that I'm trying to merge to make sure I don't have any duplicates of users

Is your AD directory setup with write permissions?
