Having Service desk Team permission why i am not able to Customize your change workflow?

can someone explains why if we I have access to jira projects and jira service desk as a technitian.?

You need to be an admin to change the project workflow. Generally you would not want your agents changing the project configuration. However if you want to provide users with the ability make them an admin.
