Why Event Payload are so different?

I see that Bitbucket Cloud and Bitbucket Server has too different payloads for webhook events. I was wondering why.

As example:

https://confluence.atlassian.com/bitbucket/event-payloads-740262817.html

This makes connection to Jenkins only possible in Bitbucket Cloud.
