Restricting options for a issue picker field

Question

Hello Team,

I have two issue picker custom fields which take multiple values. One is the vehicle id and the other being vehicle event. When the vehicle id is ABC-1, I would like only the options related to ABC-1 show up for vehicle event . The JQL query for this selects all issues under that particular project and displays only the summary of that particular issue.

Is it possible to achieve this using sil, behaviours?
