How can I upload an attachment while creating a ticket through the API?

There is this project in my JIRA instance where adding an attachment is mandatory for the ticket creation. I simply CANNOT create the ticket and then attach a file to it. The system won't allow me to.

So, given this scenario, how can I upload an attachment while creating a ticket through the API?

Unfortunately, this attachment is a business requirement for this JIRA project, and there is nothing I can do about it...

Maybe there is a way to make an exception regarding the attachment for a single user or something like that?

I don't know that this is possible. A while ago when I started creating tickets via the API, I did some research and you seem to only be able to add attachments via the API to an existing ticket.

Have you considered removing the mandatory bit for attachments?
