How I can create a Jira User that can only create issues but can't read (write only user) ?

Because of customer security reason I would like to configure a user , if is possible that can only access to the APIs and not to the GUI , that has "write only" access to a Project or Projects and that can receive webhook notifications only about status changes (or only Reject and Close).

Again, if a person can use the system, they can use the gui and REST api.

You can't - the access is not done by route, it's by user.  If a person can use the system, they can use the gui and REST api.
