We upgraded from an old (3.4) Confluence to 5.4.
Now, pressing "edit global permissions" results in waiting a long time to for the page to load.
I tried this 5 minutes ago now and the page is still loading.

Do you have some error/warning in your logs ?
Sorry for answering this late. I'll check that tomorrow. Today is booked full of
meetings.
It takes about 15 minutes for the page to load.
