Issue type scheme says no projects to associate

I've created a project and and issue type scheme that I want to assign to that project. When I go to my list of issue type schemes and select "Associate," I get a screen that says "No projects available to be associated with scheme."

When I try from the project and select "issue types," I only see default issue types and no "action" link to associate a scheme.

Hi,

Can you check the permission scheme, look at the line administer project. Even if you're an admin you need to have permission.
