jira for other users other than admin

Question

I have jira server self hosted for 10 users.

I am as an admin want to give the access to the users so that they can get the report of issues.

so is it possible with jira client? mean i install jira client on user system and i have Jira server on my own offline system?

can reporting be possible with all this offline?

and secondly i have to pay for jira client even if i have access for 10 users from my server?

is it possible with jira server only to provide access?

Yes, the client can do offline reporting, but bear in mind the reports will be obsolete as soon as they are disconnected.

Yes, you need to pay for the licences you use.
