When someone logs a bug, set the Tester field(user picker) to that person (the Reporter) by default.
For a bug, set Assignee when Resolution changes. If the Fix By or Tester is not filled in, then leave Assignee "Unassigned" (I have set "Unassigned" as the default for all the Components).
Resolution -> AssigneeOpen (including new bug) -> Fix ByFixed -> TesterNeed Information -> TesterInvalid -> TesterDuplicate -> TesterCannot Reproduce -> TesterReopen -> Fix ByDefer -> Project LeadPerm Defer -> Project LeadNA -> TesterVendor -> Fix B

Can we achieve this by script runner or JSU Add-on?
The functionality number 1 can be achieved by JSU, however, the second functionalities you mentioned can be achieved using ScriptRunner.
