How can I redownload the images for JIRA?

After restoring Jira to a new server, I got all of my helpdesk attachments and insight settings... but now I have images on anything else. When I search for addons, there is no image for the thumbnail, we don't have to logo in the top left, and none of the scrolling images display either.

Attached is a screenshot to better show you what's going on.

Hi James,

you need to copy JIRA_HOME/data folder into the new instance. After doing that you need to restart your JIRA and perform a reindexing.

Please, clear your browser cache and try to verify that all is correct.

I copied that initially, hoping that it would resolve it but it did not.
When I reindex, it completes in 2 seconds. I feel as though that is not accurate.

Attachments for helpdesk tickets and insight are fine, it is just the logo and all other images for the server.

Unfortunately, still no luck.
I tried a difference computer as well.
