Do you have a error message, if yes can you send it please.
No. Not show message, just do not add the file.
Make sure you are connected with the good profil and test an other browser just in case.
I've tried it with several users and in different browsers and it does not work.
Can you check your jira log, if you can try to restart JIRA, make sure the size of the file is under your limit
