I have created projects in JIRA using new scrum template. However, I have setup everthing. I have also given myself roles, still I am unable to select projects in workflow scheme tab. What could be the issue?

I think you created an Agility project. This type of projects is called independent projects. They have limited configuration. You would need to create a Business, Software or Service Desk project.
