Can you create contingency in JIRA between tickets such that starting on say ticket 3 is contingent upon the completion of ticket 1 and ticket 2?
You can use "blocks" and "is blocked by" links to denote the relationship of those issues, but they won't prevent action - they just convey the information.
That answers my question.
