Can we customize a server side hook (before merge from UI for Pull request)?

Hi,

I am looking for a hook that I can implement/customize to check before a Pull Request  created in a repository is Merged from UI after the approval ??

In the hook, I am looking for checking a Fix version field before pushing/merging the changes into the repository.

1. I am looking at if there is a way to customize a check in the web hook before accepting the code changes. (whether the version field matches particular string pattern)

or

2. If we can catch the event that is getting called as part of the Merge from UI, & call a script internally to make this check.

I would appreciate any suggestion in this direction.
