Im looking to develop some metrics for my team as we move away from outlook and onto Jira. Im looking to capture via JQL a count of Jira issues that were created by or commented on by an individual within a specific date range (for example within one quarter).

If you want to get the count by creation, it will be easier, you can use the following JQL:
creator = userName and created > '2018/07/01' and created < '2018/07/30'
Getting the count by comments made by someone and between dates is not possible with the native JQL, that's why I recommend getting the information based on creation. To do this with comments, you can use the Scripted JQL functions from ScriptRunner.
