how could I add public security key if I don't have setting icon??

Hi there,

It is actually depends at which level you need to add the access key. Since you mention about the Administration(cog/setting icon) it is due to you dont have the administrative access to your Bitbucket Server. You should find refer to your Bitbucket Server administrator to add an access key or change your permission to allow you to access the Administration.
