Can descriptive text popup for field descriptions if a user hovers over a field?

If you click on Edit while viewing an issue you will see all of the screens fields and below them, any typed text to perhaps guide the user....descriptive text.

Can that same text pop up for the user to see it 

1. out of the edit screen
2. while hovering over a field with your cursor/pointer
