I want to make 'Labels' field populate as a drop-down list based on my
selection in 'Components' field. When creating or editing an Issue, i would like to have the list of existent labels displayed as a dropdown list for the item choosen in components field,

You will need to rewrite the labels field as a totally different field type.

This is pretty pointless, as your real need is use a completely different pair of fields.

Off-the-shelf, the best you can do is to hide components and labels and use a cascading select list instead.

If you add ScriptRunner, or another add-on that can mess with the UI, then you could create a new select list, then use the add-on to amend the UI such that it adds/removes options from the select list based on what the users have in components.
