Can we configure release date as mandatory while adding versions to project?
Nope.
(Sorry, really short answer, but no, you can't make it mandatory without hacking some code)
Can we capture Create version event and handle this case?
Yes, you could do that with a listener, but it won't stop anyone leaving the release date blank. You can email or maybe set a date forcibly (set it in the past so it shows up red as a reminder?)
