External comments of Jira software users in Jira services desk

Question

How can a jira software users comment Externally and not just internally in a Jira services desk Issue?  I'm looking in the community and  I can't find a concrete answer of how can I  do this.

I've given all the access to the users of Jira software in the Jira Services project and still the can just comment internally.

It is literally not possible. They must be an agent to comment Publicly.
